Ukraine is on the verge of radical changes in the housing sector. And this is not just another bill. It is time for new realities, and this should be clear to everyone. The Verkhovna Rada is ready to approve the bill \u201cOn the Basic Principles of Housing Policy\u201d No. 12377. Why? Because obligations to the EU force action, and the deadline of 2025 presses like terror in every chamber.<\/p>\n
We are dealing with revolutionary intentions. The outdated housing stock is not just old walls, but entire generations doomed to unworthy conditions. Social rent? Will it become a reality or another mirage promise? We are discussing the de-shadowing of the rental market. The colossal 90% is a shadow segment. The people are striving for justice, and in the meantime, the deputies are once again floating in the air of dangerous illusions.<\/p>\n
Reducing the tax burden is the only way to bring landlords out of the shadows. It is unpopular, but at stake is an opportunity for many who are already stuck in a dead end. So far, 100 families have taken advantage of rental subsidies - this result shows that the system is dead. And with a tax of 23%, the implementation of social rent seems like an impossible task.<\/p>\n
But don't stay in the mirror. The new approach will ensure access to subsidized housing. Could people on the waiting list be able to buy their own homes? Not only that, a subsidized rent of no more than 30% of a family's income looks like a reality. Then there's a lease with the option to buy with a ten-year residency requirement? And why not? The money from this deal will likely go towards new social housing. But who's to say that this isn't just a promise on paper?<\/p>\n
This social housing fund was introduced for a reason. Therefore, municipal unfinished buildings and abandoned buildings are a huge source for new construction. Renovation or demolition? Who will benefit? Probably not the common people again. And if they demolish, will it happen with the blessing of the community? It seems that we will have to demand the truth, right?<\/p>\n
Experts, of course, are skeptical, because of corruption risks! When the state becomes a developer, abuses have been, are and will be. And here we already know that the money that can be wrung out of preferential rent is unlikely to cover the costs of construction. Everything is an \u201cexpensive pleasure\u201d, and during inflation this money simply disappears.<\/p>\n
And again, the threat looms over our heads that social housing will be inconvenient, because where would we be without classic problems with location? Let's make it loud: housing should be for tomorrow, not for the deputies' godfathers!<\/p>\n
In summary, we know: changes are needed, but will we make concessions? After all, a preferential mortgage? This is what can give us a chance for a better life. Only together can we set up new programs, and not live within the framework of old schemes.<\/p>\n
