More and more Ukrainians are finding themselves trapped in the shadow wage. Over the past year, the number of people who are paid the minimum wage has increased by 36.81% - this is an alarming signal about the growing percentage of wages that are hidden in the shadows. Danylo Hetmantsev, head of the Finance Committee, spoke on Telegram: “The labor market in 2025, according to tax data, is taking some sluggish steps towards removing wages from the shadows.”.
But let's face it! The average salary in Ukraine in 2025 was 20,787 UAH, which is 8.3% more than in 2024, but 23% lower than the State Statistics Service shows. This is not success, but a prolonged pause.
Studies by think tanks on the other side show that in 2024 the state budget lost from 400 to 510 billion UAH due to schemes with undocumented workers. These are not just numbers - this is a huge gap in the social fabric of our country. The shadow economy threatens our future. We are against attempts to imitate successes!
The real truth is that we are in a fight for transparency and justice. Our economic landscape is being consumed by illusions. The only requirement is to act! Enough of quiet compromises, our future needs real solutions!
