Kyiv residents, prepare for the illusion of security

«"Slidstvo.Info" reveals the shocking truth: there are only 77 publicly accessible civil defense structures in Kyiv. These places will try to accommodate 54 thousand people - what is this, a humanitarian epic?

In the special project "Investigations.Info" "404: shelter not found" reality sounds clearly and without deception. Where five out of ten metropolitan district administrations claim that there are not enough shelters for even 100% residents of their districts to feel safe. Pechersky district is followed by a dubious Olympus of security - 148.2%, and Desnyansky proudly shows 40.1%. Kyiv officials write about 97.6% residents who allegedly have safe shelters.

But what is a «shelter» by their standards? Do the «simplest» shelters – defined as secondary facilities – become a real salvation? The Civil Defense Code of Ukraine disdains them, calling only storage facilities and anti-radiation shelters protective structures. The simplest shelters are intended only in case of an extreme lack of protection.

Kyiv City Council deputy Leonid Yemets points out this absurdity to us and emphasizes: the simplest shelters are places with the lowest level of security. One mobile shelter, opened on December 18, does not save the situation, because it is still the only one.

According to journalists' calculations, less than 1.8% Kyiv residents can count on protection in the capital's shelters, if we believe the Kyiv City State Administration, which claims that the population of Kyiv is 3 million. And if we focus on the facts that the capital actually has 4 million residents, then only 1.3% Kyiv residents can fit in the shelters.

So, where is real security? Where is our hope for protection? This situation is systemic irresponsibility. The illusion of protection is crumbling before our eyes. The struggle continues!
